Built for Local Government & Councils
Similar to all public sector organisations, local councils place high importance on value for money in service delivery, operational efficiency, and employee wellbeing. Imperago™ delivers:
- Diverse Departments: Manages flexitime across health and social care, legal, trading standards, planning, environmental health, waste management and recycling.
- Flexible & Remote Access: Supports staff logging in via terminals, desktop computers, or smartphone and tablet browsers.
- Distributed Teams: Extends flexitime benefits to staff working from home, in the field, or in smaller regional offices.
- Access Control: Configurable controls enable access to certain building and office areas at set times using card readers.
Proven Public Sector Outcomes
HFX Imperago gives public sector authorities a streamlined, cloud-based workforce solution that reduces administrative burdens:
- Fewer Errors & Queries: The solution experiences fewer errors and queries as employees self-manage their hours.
- Admin Time Saved: Staff previously responsible for managing flexitime administration are freed up to concentrate on other tasks.
- No Manual Cards: Old manual and paper-based systems for recording leave are no longer required—all records are electronically tracked.
- Payroll Accuracy: Captured hours feed directly into payroll systems, ensuring compensation is accurately calculated.
South Ayrshire Council
Serving 112,000 residents as the area's largest employer with 5,200 staff, South Ayrshire Council implemented Imperago to manage flexitime for over 1,250 employees.
— Peter Henderson, Portfolio Holder for Resources & Performance at South Ayrshire Council
Streamlined Council Administration
Following a smooth implementation where the HFX team assisted with data import from the previous system, Imperago was quickly up and running.
- Staff can self-manage hours and make adjustments, with transparent managerial oversight across junior and senior managers.
- All leave and attendance records are electronically recorded across all levels of employees.
Anglesey County Council
Providing the full range of local authority services for a population of just under 70,000, Anglesey County Council invested in HFX Imperago as part of its Smarter Working initiative to manage staff hours and secure access to administration offices for over 740 staff across three office locations and a depot.
— Chris Staddon, Corporate Assets Transformation Manager at Anglesey County Council
Flexible Working Delivers Better Services
Deploying Imperago improved office security while enabling staff to work from any office, home or hot desk. Proximity cards manage access to Council offices, while Self Service accommodates remote working for case workers and community teams.
- Case workers and community visitors no longer need to go into their main office before attending off-site appointments.
- Captured hours feed directly into payroll, with rotating shift patterns, term-time working, complex overtime, sickness absence and time off in-lieu all handled by the system.
- Paper-based annual leave administration replaced, saving time on chasing approvals and reconciling leave balances.
Flintshire County Council
Flintshire County Council invested in a cloud based hours management system from HFX to support 350 remote and front line staff in its waste management and recycling teams, working across seven locations covering all areas of Flintshire.
The Council needed a solution powerful enough to drive efficiency with remote teams, but with little impact on users who have minimal access and little technology experience. An alternative PIN security feature covers workers who lose or forget their identity cards while out.
Substantial Savings from Remote Workforce Control
Each site has the newest HexOne touchscreen clocking terminal, developed and built by HFX in the UK, while staff can also access the portal remotely from home or a smartphone to amend personal details, add notes or book leave.
- On track to deliver substantial savings on lost hours and improved staff availability in its first year of service.
- Built-in reports help managers monitor work hours against European Working Directives and manage sickness and absence.
- A phased implementation ironed out teething problems, helped users buy in to the change, and built a strong foundation for future plans.
Renfrewshire Valuation Joint Board
Carrying out statutory valuation and electoral registration functions for Renfrewshire, East Renfrewshire and Inverclyde Councils, Renfrewshire VJB uses HFX Imperago to manage working hours, access control, security, holidays and absence, improving staff morale, productivity and security.
— Alasdair MacTaggart, Assessor at Renfrewshire Valuation Joint Board
Security, Flexibility and Staff Retention
Staff entry cards with photo ID control building access to meet Public Sector Network (PSN) requirements, with room access managed centrally, a logged clear desk policy, and protection for lone working staff handling sensitive personal identity data.
- Staff can build up flexi hours for an additional day's leave a month, captured transparently and approved by managers.
- Flexible retirement supported, with part time shift patterns such as 5 working days over 10 administered through the system.
- Integrated reporting across Time & Attendance, Access Control and shift patterns, from departmental overviews to individual activity.
— Joe Gallacher, Senior Admin Officer at Renfrewshire Valuation Joint Board
Flexible Multi-Channel Clocking
Employees register working hours using booking terminals in main council buildings, including HexOne touchscreen clocking terminals developed and built by HFX in the UK.
Staff are not reliant on physical terminals—they can also log in via desktop computers or smartphone and tablet browsers, offering flexitime to those working from home, in the field, or in smaller offices.
Integrated Building Security
Managers can configure controls to enable employee access to certain building and office areas at set times of the day and week using card readers, with photo ID entry cards meeting Public Sector Network (PSN) audit requirements.
Seamlessly blends attendance tracking with physical site security across civic buildings, administrative headquarters, and regional offices, protecting staff handling sensitive data and lone workers.
Empowered Council Staff
Gives more control to employees regarding their working hours, allowing staff to self-manage hours, book leave, amend personal details and make adjustments electronically. If staff forget to log on, they can do so later with automatic line manager approval.
Replaces old manual card and paper systems for leave, reducing administrative input while ensuring transparent managerial oversight, with hours feeding directly into payroll.
Smooth Migration & Onboarding
The HFX team ensures a smooth and easy implementation, assisting with data import from legacy systems so Imperago is quickly up and running. Phased rollouts are supported to iron out teething problems and help users buy in to the change.
With over 50 years of experience and proven knowledge of the local authority sector, HFX integrates seamlessly with existing public sector HR and payroll infrastructure, providing a robust solution with no hidden maintenance costs.
